Which Compliance Certificates Do Property Sellers Need in Cape Town?

South African law (Electricity Act 1987, Gas Act 2001, National Building Regulations, and City of Cape Town By-laws) requires sellers to provide valid compliance certificates before property transfer can be registered at the Deeds Office. Here is every certificate that may apply to your property:

Mandatory for every property sale in South Africa. A DoEL-registered electrician tests all fixed wiring, distribution boards, earth continuity, and RCD/surge protection against SANS 10142-1. Valid for 2 years or until any alteration to the electrical installation.

🔵 Plumbing CoC (Cape Town)

Mandatory for all property sales in the City of Cape Town municipal area under By-law No. 14 of 2010. Tests all internal water supply and drainage for leaks, correct pipe sizing, and backflow prevention. Not yet required in all Western Cape municipalities — check with us.

Properties with grid-tied solar PV or battery backup systems require both a Solar Electrical CoC (covering DC wiring, inverter, and AC integration) and SSEG Registration with the City of Cape Town. Most sellers book CoCs after the sale agreement is signed. Aim to have all certificates in hand within 14 days of signing. The conveyancer needs CoCs before lodging transfer documents at the Deeds Office — typically 6–10 weeks into the process.

How the Seller CoC Process Works

Booking (Day 1 — 15 mins)

Call or complete our online form. Tell us which certificates are needed and the property address. We confirm which CoC types apply to your property and book all inspectors simultaneously for the same time slot where possible.

Inspection (Day 1–3)

Our registered inspectors visit the property with calibrated test equipment (Megger MFT1735, Fluke 1587FC, calibrated gas manometer, fence voltage meter). All systems are tested against their respective SANS standards. Inspection typically takes 1–3 hours for a standard home with all 5 CoC types.

Defect Report (Same Day)

If any installation fails, you receive a detailed written defect report listing every non-compliance item with SANS clause references and remediation cost estimates. We refer you to vetted contractors for each trade or remedy minor defects on the spot where possible.

Remediation (2–5 days if needed)

Your contractor completes the repairs. We co-ordinate with them directly. For minor defects (single breaker, small leak, warning sign) remediation is typically same-day or next-day. Larger electrical or plumbing work takes 1–5 days depending on scope.

Re-inspection & Certificate Issue (Day after repairs)

After repairs are complete, we return for a re-inspection at no additional call-out charge. Once all systems pass, we issue the signed CoC certificate. Certificates are emailed to you and your conveyancer as PDF and hard copy within 24 hours.

Conveyancer Submission (Same Day as Issue)

With your permission we email certificates directly to your conveyancer, noting the property address, registration number, and transfer attorney reference. This eliminates the risk of the seller accidentally submitting an expired or incorrect certificate.

Is it legally required to provide a CoC when selling property in South Africa?
Yes. Under Section 9(1) of the Electricity Act (No. 41 of 1987) it is illegal to sell a property without providing a valid Electrical Certificate of Compliance. The City of Cape Town additionally requires a Plumbing CoC under By-law No. 14 of 2010 for all property sales within its municipal boundaries. Gas CoCs are required under the Gas Act (No. 48 of 2001) and Pressure Equipment Regulations wherever a gas installation exists. Electric Fence CoCs are required under OHS Act Regulation 12(2) wherever an electric fence is installed. Failing to provide required CoCs can result in the transfer being refused by the Deeds Office or a claim against you as seller after transfer.
Who pays for the CoCs when selling a house — buyer or seller?
In South Africa, the seller is legally responsible for obtaining and paying for all required compliance certificates before transfer. This cost is typically R2,500–R15,000 depending on property type and which certificates are needed. It is important to budget for CoC costs when calculating your net proceeds. On a standard 3-bedroom Cape Town property with electrical, plumbing, and gas certificates, expect to pay R4,700–R7,100 all-in for inspections and certificates (excluding any remediation work).
How long is a Certificate of Compliance valid for?
Validity periods differ by certificate type: Electrical CoC — valid for 2 years from issue date, or until any alteration is made to the electrical installation (whichever comes first). Plumbing CoC — valid for 2 years from issue date. Gas CoC — valid for 5 years from issue date, or until any modification to the gas installation. Electric Fence CoC — valid for 2 years from issue date, or until modification. Solar CoC — valid for 5 years. If your certificate has expired before transfer is registered, you will need a new inspection and re-issue. We check validity dates at booking and flag any expired certificates upfront.
What happens if my property fails inspection?
If defects are found, we issue a detailed defect report listing every item with its SANS clause reference and a remediation cost estimate. You then have three options: (1) Arrange your own contractor to fix the defects and we return for a free re-inspection; (2) Use our recommended remediation partners (typically 15–20% cheaper due to volume agreements); (3) Negotiate with the buyer to reduce the purchase price by the remediation cost and transfer the certificate obligation to the buyer (only possible if the sale agreement allows for this — check with your conveyancer). On average, 78% of Cape Town properties require some degree of remediation before passing — this is normal and expected, especially in homes built before 1990.
How long does the entire CoC process take from inspection to certificate?
Properties that pass first inspection receive certificates within 24 hours of the inspection. Properties requiring remediation typically receive certificates within 3–10 business days depending on the nature and scope of defects. For standard electrical work (board upgrade, earth spike, RCD) expect 1–3 days. For plumbing (pipe repairs, valve replacement) expect 2–5 days. Does my property need a Solar CoC if I have solar panels?
Yes, if the solar system is grid-tied (connected to both the solar panels and the municipal grid). Properties with grid-tied solar require: (1) A Solar Electrical CoC covering the DC wiring, inverter installation, and AC integration; and (2) An SSEG Registration with the City of Cape Town confirming the installation meets NRS 097-2-1 grid connection standards. Off-grid systems (solar with no grid connection) require only a Solar Electrical CoC. We handle both the CoC and SSEG transfer simultaneously — the SSEG registration remains valid for the life of the installation and transfers to the new owner automatically once the CoC is issued.
My previous CoC inspector issued a certificate that the buyer’s agent says is not acceptable. What do I do?
Unfortunately this happens in about 8–12% of Cape Town property transactions — a CoC issued by an unregistered inspector, with incorrect property details, or by an inspector who is no longer registered with the relevant body. The buyer’s conveyancer is correct to reject such certificates. We have rescued 240+ transactions in this situation. Contact us immediately — we will issue a new, fully valid certificate. Depending on how recently the previous inspection was done, our inspection may only need to re-test specific elements rather than the full installation, which can reduce cost and turnaround time.
Can I get all my CoCs done in a single visit?
Yes. We co-ordinate all required inspectors to attend the property simultaneously or in sequence on the same day. For a property requiring electrical, plumbing, gas, electric fence, and solar — all five inspectors can typically complete their work within a 3–4 hour window. You only need to be present once. A combined inspection day is available Monday–Saturday. We can also accommodate tenant-occupied properties with advance notice to the tenant (48 hours minimum).
Do I need a CoC for a sectional title property (apartment or townhouse)?
Yes. Sectional title sellers are required to provide an Electrical CoC for their section’s internal wiring and distribution board, even though the common property is the body corporate’s responsibility. If the sectional title unit has its own gas installation, electric fence, or solar system, those CoCs are also required. The body corporate’s compliance certificates for common property do NOT cover individual units — each unit seller must obtain their own CoC. This is a frequent misunderstanding that causes transfer delays in Cape Town sectional title transactions.
